Replaces the Dependabot PRs that were closed during rebasing even though their target versions remain current.
Updates Microsoft.NET.Test.Sdk to 18.8.1 and xunit.runner.visualstudio to 3.1.5, with the lock file regenerated. Local Release tests: 225 passed.
